Executive Officer, 2nd Medical Battalion
CDR. Jerry J. Bailey

CDR Bailey is a native of Corpus Christi, TX. He entered the Navy through Recruit Training Command Orlando, FL, in 1990.  He attained the rank of Petty Officer First Class until his commissioning in 2001 as a Lieutenant Junior Grade. He served in various enlisted leadership positions in both operational and shore-based commands.

After his commissioning in the Medical Service Corps, CDR Bailey attended Officer Indoctrination School in Newport, RI where he served as Battalion Commander. In his first tour, he was assigned as the Medical Administration/Division Officer on USS TARAWA (LHA-1) at Naval Base San Diego, CA, where he directly assisted in the initial stages of Operation Iraqi Freedom.  In 2003, he was assigned to Naval Medical Center San Diego as the Division Officer and later Assistant Department Head of Patient Administration. During this tour he was in charge of medical holding company, medical boards, served as a member of the Oncology Advisory Committee and was the command Decedent Affairs Officer.  In 2005 he reported to 1st Medical Battalion, 1 FSSG, and served as Charlie Surgical Company Commander, Alpha Surgical Company Commander, and the Battalion S-3 Operations Officer.  During this tour CDR Bailey served two combat tours in Al Anbar province to include Al Taqaddum, Fallujah and Ramadi as a Surgical Company Executive Officer where he led over 600 Navy and Marine Corps personnel. This tour was followed by a naval operational staff tour as Fleet Surgeon and Fleet Medical Planner, U.S. Fourth Fleet, U.S. Naval Forces Southern Command, Jacksonville, FL, where he developed the CONOPS and employment of relief efforts in support of Joint Task Force Haiti (Operation Unified Response), the largest maritime humanitarian and disaster response effort in the history of the U.S. Military totaling over 17,000 personnel.  In 2010 he was selected to attend the U.S. Naval War College in Newport, Rhode Island. Upon graduation, he reported to U.S. Marine Corps Forces Pacific as the Deputy Branch Head and Program Manager for Medical Theater Security Cooperation for Health Services Support Branch at Camp Smith, HI, where he was awarded the Association of Military Surgeons of the United States 2012 Humanitarian Assistance Team Award for his accomplishments as the lead medical planner and Force Surgeon for the joint, combined, interagency cooperative health engagements for exercise BALIKATAN 2012 in Palawan Province, Philippines.

In July of 2014 CDR Bailey reported as the Executive Officer, 2D Medical Battalion, Camp Lejeune, NC., where he leads the daily operations, training and development of over 400 Sailors and Marines in support of Operation Enduring Freedom, 22nd, 24th and 26th MEU’s, Theater Security Operations and Global Health and Contingency Operations.  CDR Bailey was selected to report as the Chief of Medical Plans, Operations and Intelligence at U.S. Pacific Command in August 2016.

CDR Bailey holds a Bachelor’s degree from the University of the State of New York, an M.S. in Health Services Management from Columbus University, and an M.A. in National Security and Strategic Studies from the U.S Naval War College, Newport, RI.  He holds the distinction as the Medical Service Corps’ only “two-time” selectee as the Plans, Operations, and Medical Intelligence Officer of the Year (2009/2013).

His awards include:  The Meritorious Service Medal, Joint Service Commendation Medal (one cluster), Navy and Marine Corps Commendation Medal (three gold stars), Navy and Marine Corps Achievement Medal (four gold stars) and various campaign medals, awards and warfare devices.
