CAPT Toler holds a Bachelor’s in Human Resource Management, a Master’s in Healthcare Administration (MHA) and a Master’s in Business Administration (MBA), all from the University of Florida.
Operationally she has served with the U.S. Marine Corps, deployed in two individual augmentee (IA) missions, and was part of Naval Striking and Support Forces NATO (STRIKFORNATO). While with 3d Medical Battalion, after deploying as the Medical Detachment Officer in Charge for 3d Marine Expeditionary Brigade (MEB) earthquake relief efforts in the Republic of Indonesia, she was hand-selected to be the Health Services Support Platoon Commander and 31st Marine Expeditionary Unit (31st MEU) Medical Planner. There she designed and implemented complex Casualty Evacuation Plans and executed medical and dental civic action programs (MEDCAPs/DENCAPs). She deployed as the Detention Hospital Administrator for Joint Medical Group, Joint Task Force Guantanamo and as the Task Force Medical - South Operations Officer and Medical Planner for Operation Enduring Freedom (OEF) in Kandahar, Afghanistan. In OEF, she provided oversight and execution of health services support (HSS) for all U.S. Medical Forces assigned to Regional Command - South, Afghanistan, to include Phase II of Operation MOSHTARAK. During her assignment to STRIKFORNATO, she supported NATO’s Operation UNIFIED PROTECTOR, led the Combined Joint Medical Division with a 12-person multidisciplinary medical staff, and authored the comprehensive Medical Support Plan for exercise TRIDENT JAGUAR 2014, STRIKFORNATO’s certification for NATO’s Joint Maritime/Expeditionary Headquarters.
She has served in various staff positions within Executive Navy Medicine. She was Department Head for Patient Administration at Naval Hospital Twentynine Palms and Department Head for Healthcare Business Operations at Naval Hospital Pensacola. At BUMED Headquarters, she revised BUMEDINST 6440.5D Navy Medicine Augmentation Program (NMAP) and authored the first-ever NEHSS Tiered Readiness Policy (BUMEDNOTE 6440). She also led a 61-person cross-functional workgroup to develop a Unit Deployment Process/Center concept, providing a framework for deployment of Navy Medicine units, based on deploying three Expeditionary Medical Unit-10 rotations, at the time, BUMED’s first unit deployment in over 12 years. She was Head of the Office of the Chief of Naval Operations, Medical Plans and Policy Branch (OPNAV N931D) during the COVID-19 pandemic response; where she coordinated and validated in 39 days, the deployment of over 4,000 NAVMED personnel resulting in 70% of DoD’s medical support. She served as the Chief of Medical Plans, Operations and Exercises at U.S. Indo-Pacific Command and was instrumental in updating medical annexes for the family of plans related to the pacing threat, foreign humanitarian assistance, homeland defense, and contingency operation & joint exercises. She was the Executive Officer of Field Medical Training Battalion – East (FMTB-E) and led annual training of over 1,200 corpsmen, religious personnel, and Medical Department officers for service with Fleet Marine Forces.
CAPT Toler assumed the duties as Commanding Officer, 2d Medical Battalion, Camp Lejeune on 17 May 2024.
She is a Fellow in the American College of Healthcare Executives (FACHE) and has contributed to five publications. CAPT Toler has been awarded the 2015 AMSUS Society of Federal Health Professionals Management and Administration Award for sustained superior leadership and management ability. Her personal awards and decorations include two Defense Meritorious Service Medals, three Meritorious Service Medals, Joint Service Commendation Medal, Joint Service Achievement Medical, and other individual, service & campaign awards, to include the NATO Medal.
